1. Roll Call/Call to Order Special Town Council Meeting at 6:00 p.m.
2. Presentations.
A. Recognition of Student Resource Officer (SRO) Awards for Little Elm, Frisco, and Denton ISD Teachers.
B. Recognition of the Little Elm Economic Development for being recognized as a 2024 Economic Excellence Recognition Recipient.
C. Recognition of the Friends of the Little Elm Library Scholarship Recipient.
D. Present a Proclamation Declaring May 13, 2025 as Small Business Appreciation Day.
E. Present a Proclamation Declaring May 2025 as Building Safety Month.
F. Recognition for the Appointment of Jennette Espinosa to the Workforce Solutions for North Central Texas Board of Directors.
G. Recognition of the Tourism and Communications Department for Achieving the Digital Media Friendly Texas Community Certification.
3. Public Comments Persons may address the Town Council on any issue for up to three (3) minutes. This is the appropriate time for citizens to address the Council on any concern whether on this agenda or not. In accordance with the State of Texas Open Meeting Act, the council may not comment or deliberate such statements during this period, except as authorized by Section 551.007, Texas Government Code.
4. Consent Agenda All matters listed under the Consent Agenda are considered to be routine by the Town Council and require little or no deliberation. There will not be a separate discussion of these items and the agenda will be enacted by one vote. If the Council expresses a desire to discuss a matter listed, that item will be removed from the consent agenda and considered separately.
5. Regular Items.
A. Hold A Public Hearing, Present, Discuss, And Consider Action On Ordinance No. 1805 On A Request To Rezone Approximately 1.89 Acres Of Land, Currently Zoned As Light Commercial (LC) District, Generally Located At The Southeast Corner Of The Intersection Of Little Elm Parkway And East Eldorado Parkway, Within Little Elm's Town Limits, In Order To Establish A New Planned Development Based On Light Commercial (LC), With Modified Development Standards In Order To Allow Two New Commercial Lots, Inclusive Of A Drive-Thru. Open Public Hearing: Receive Public Comments: Close Public Hearing: Take Action on Ordinance No. 1805
B. Present, Discuss, and Consider Action on a Development Agreement between the Town of Little Elm and Hudson Elm Development LLC.
C. Present, Discuss and Consider Action on Resolution No. 0513202501 Canvassing the Returns and Declaring the Results of a General Election held on Saturday, May 3, 2025, for the Following Purposes: Elect One (1) Council Member from Place 1 for a Three (3) Year Term; for a Three (3) Year Term; Elect One (1) Town Council Member from Place 2 for a Three (3) Year Term; Elect One (1) Town Council Member from Place 4 for a Three (3) Year Term; Voting "For" or "Against" the Reauthorization of the Municipal Sales and Use Tax for Street Maintenance at the Rate of One-Fourth of One Percent, Pursuant to Chapter 327 of the Texas Tax Code, as Amended; Making Other Declarations and Finding Other Matters in Connection with the Said Elections as Set Forth Herein; Finding that All Matters Set Forth Herein are True and Correct; and Providing for an Immediate Effective Date.
D. Present the Certificate of Election and Administer the Statement of Officer and Oath of Office for Jamell Johnson, Place 1.
E. Present the Certificate of Election and Administer the Statement of Officer and Oath of Office for Idalia Amaya, Council Member Place 4.
